Sanitary certificates certify that the products, engineering specifications and services conform to applicable requirements imposed by the Russian legislation (GN, SanPiN, etc.).
Each time, when a sanitary certificate is issued, it is issued only for a certain kind of products of the same trademark. Both, the manufacturer of goods or another legal person, who has concluded proper contract with the manufacturer, can submit orders for certification tests. By decision of an expert from the Centre of Gossanepidnadzor (State Sanitary Inspectorate) a single sanitary certificate may be issued for several trademarks of the same kind of products (if they are identical) based on the submitted documentation. Products of different kinds may not be included in the same sanitary certificate.
Pursuant to Order of the Ministry of Health of Russia No. 325 sanitary certificates are issued for 5 years. In a number of cases the validity period of a sanitary certificate may be reduced by decision of the Centre of Gossanepidnadzor.
There exist three kinds of sanitary certificates: - for production

Documents, which are necessary for registration of sanitary certificates: - For products imported from foreign countries:
- Documents confirming the status of the legal person acting as Applicant
- Safety certificate issued in the country of the manufacturer
- Description of products (user's manual, identification certificate) and a translation into Russian language
- Contract or agreement on delivery of products
- Test reports
- Quality certificate for the manufacturer
- For products produced by Russian manufacturers:
- Documents, confirming the status of the legal person acting as Applicant
- Technical specifications for the product
- Passport with technical characteristics (user's manual)
- Technological documentation
- Certificate of inspection of production conditions issued by the Sanitary-Epidemiological Service
- Lease agreement for the industrial areas or another document, confirming property rights.
- Other documents confirming the safety of products (certificates of conformity, sanitary certificates for raw materials and other materials)
- Test reports (if available)
Products subject to mandatory sanitary - epidemiological (hygienic) examination: - Food products - unprocessed or processed food stuffs (including for children, dietary products), bottled drinking water, alcoholic beverages (including beer), non-alcoholic beverages, chewing gum, as well as food raw materials, food supplements and biologically active additives.
- Goods for children: games and toys, clothes, linen, footwear, manuals, office goods, furniture, baby carriages, satchels, polymeric and synthetic materials for manufacture of products for children.
- Materials, equipment, substances, used in practices of supply of water for drinking and technical purposes.
- Perfumery and cosmetics, products for dental hygiene procedures
- Chemical and petrochemical products intended for industrial purposes, chemical products for household uses.
- Polymeric and synthetic materials intended for use in construction, transport, manufacture of furniture and other household products; chemical fibres, textile fabrics and knitted textiles, containing chemical fibres and textile auxiliary, substances; artificial and synthetic leather and textile materials for footwear.
- Products produced by the machinery manufacturing, machine building and instrument making industries for industrial, medical and household purposes.
- Printed products: educational materials, manuals, didactic materials for secondary schools and higher educational institutions, books and magazines for children and teenagers.
- Products from natural raw materials, which have been processed in the course of the production process (painted, impregnated, exposed to ionising radiation, etc.).
- Materials for items contacting with human skin.
- Products, which are the source of ionising radiation, including products containing radioactive substances.
- Building raw materials and other materials subject to sanitary norms concerning content of radioactive substances including industrial waste products, which can be re- processed, and metal scrap.
- Means of transport and products for transport purposes.
- Disinfectants, means for disinfestation and deratization for household use or use in medical institutions and healing centres (except for those, which are used in veterinary medicine).
